Operator contacts Ops Director or Mission Director or calls if it is night shift
Operator calls salient subsystem engineer with concurrence of Ops Director or Mission Director
Operator and/or Ops Director consult contingency flow chart to see if there is any direction (usually, direction is to call subsystem engineer)
Operator and/or Ops Director consult constraints database to see if any constraints violated
No action taken by operator without phone call
Action taken after consultation with subsystem engineer or Mission Director/Ops Director
